Not really a rebellion right now with Caleb being the only were in the board, but there is the plot idea:
No one can truly precise how they first came to be, but since their appearance amongst shifters, the weres have been treated as a blight, second class citizens amongst the shifters community. They are not true shifters, but an infection and most shifters look down on them for being savage and diseased half-breeds. Weres are not allowed to enter other realms so not spread their disease, and besides the existence of a few well intentioned shifters, they have been denied a seat on the council.
Now news of unrest have been spreading about a rebellion, that the weres are tired of being oppressed by the shifters and are willing to fight against it and the relationship between them and the true shifters are shaky at best.
Now there are several factions in this. Some believe that the enforcer Caleb Draven for his connections to the shifters should take a seat amongst the council, even if he rather eat his own arm than get tangled into politics. Some more radical and extremists weres want to assassinate the shifters council, including the traitorous were enforcer, and replace all the chairs with weres, and there are some who plainly want the power for themselves. There are even those amongst the shifters that instigate the annihilation of the weres as a race.
I think I could RP the evil leader of the were rebels myself unless everyone wants him (and you girls like the idea). I see him like Samuel in heroes, he is very charismatic and preaches about union, respect and freedom of the weres, but all he really cares for is power and isn’t afraid of using the others as cannon fodder to reach what he wants.
